RAFFAELA DUNNE SISKIND, P.E. has over 25 years of experience negotiating public-private partnerships and has successfully completed P3 projects in excess of $2 billion in the commercial real estate, transportation, solid waste, power, water and wastewater industries. Over the last decade, her assignments have typically involved managing multi-disciplinary teams to reposition property or redevelop real estate assets for public and non-profit entities including the redevelopment of Moynihan Station, the expansion of Methodist Hospital, the modernization and rebalancing of long term care at Terence Cardinal Cooke, the disposition of a portion of the Old St. Patrick’s Cathedral school, and expansion of Brooklyn College’s campus. Ms. Siskind leads the firm’s consulting practice and has been the client manager for projects with CUNY, the Local 1 Plumbers Union, Local 6, the Archdiocese of New York and Trinity Church.

Prior to joining Washington Square Partners, Ms. Siskind started and managed HDR’s New York City office as Vice President. While at HDR, Ms. Siskind was the national director of the firm’s management consulting practice, which focused on the design, build, operations and maintenance of public infrastructure projects using alternative delivery techniques. Ms. Siskind managed P3 projects including the Kings County Water Treatment Division, the New Cassel Redevelopment Plan, the City of San Diego Water Treatment Facility and the Union County Waste to Energy Facility.

Ms. Siskind received her New York State Professional Engineer License in 1997 and her New York State Real Estate Salesperson License in 2016. She is also a member of the American Society of Civil Engineers and CoreNet Global.
